<span style="font-family: 'Trebuchet MS', sans-serif;">Paris, France – The 21st Conference of the Parties of the United Nations Framework Convention on Climate Change (UNFCCC-COP21) officially adopted the Paris Agreement on Saturday, December 12, 2015. The Agreement, with the legal force of a UN Treaty, was agreed to by all the 195 States (countries) present. Once ratified by at least 55 States, it will go into legal force in 2020. It commits all countries, for the first time ever, to cut their carbon emissions while also recognizing the special circumstances of developing countries. The States also adopted the “Paris Decision” which is not legally binding, but commits States to immediately begin the process of reducing greenhouse emissions that cause climate change. </span></div>

Some commentators are denouncing the Paris Agreement as a failure while others are hailing it as an historic triumph. But for Indigenous Peoples, the Paris Agreement can be seen as another step forward for the recognition of their rights in international law. </div>

The International Indigenous Peoples Forum of Climate Change (IIPFCC) and the Indigenous Peoples Caucus representing over 200 indigenous delegates attending this session from around the world, was invited to make a formal statement at the COP21 closing plenary. The IIPFCC closing statement, presented by elder Frank Ettawageshik (Little Traverse Bay Bands of Odawa Indians), highlighted the three key messages advocated by Indigenous Peoples during the two-week session. These included a call for the rights of Indigenous Peoples [to] be recognized, protected, and respected within a broad human rights framework in both the preamble and the operative sections of the Agreement; a temperature goal of no more than 1.5 degrees Celsius increase over pre-industrial levels; and recognition, respect for and use of Indigenous Peoples’ traditional knowledge, with their free, prior, and informed consent, in measures for adaption to climate change. The IIPFCC statement, while expressing that Indigenous Peoples were “keenly disappointed” at the shortfalls in meeting these calls, noted that all three Indigenous Peoples messages were “addressed to some degree” in the final Agreement.</div>

In particular, the inclusion of “the rights of Indigenous Peoples” in the preamble paragraph of the Agreement, achieved despite the consistent opposition of some States throughout the process, is a significant and unprecedented step forward. This is the first time this phrase has appeared unqualified in a legally binding UN Treaty, environmental or otherwise. The same phrase was included the preamble of the Paris Decision, although both say that States “should consider”, while Indigenous Peoples and human rights advocates called for the use of the stronger word “shall”. </div>

As noted by hereditary Chief Damon Corrie, Lokono Arawak of Barbados, “strong support by a group of States including Philippines, Mexico, Costa Rica, Peru, Chile, Tuvalu, Indonesia, Canada and others, standing in solidarity with Indigenous Peoples throughout the negotiations, was required to achieve these inclusions in the final Agreement. </div>

Despite disappointment that the phrase ‘rights of Indigenous Peoples’ and Human Rights in general did not also appear in the Agreement’s operative section, International Chief, attorney and member of the UN Expert Mechanism on the Rights of Indigenous Peoples (EMRIP) Wilton Littlechild, Ermineskin Cree Nation, clarified that “the preamble of a Treaty provides the context and framework for interpreting and implementing the entire document.” The Vienna Convention on the Law of Treaties supports his assessment. On this basis, Chief Littlechild called the Paris Agreement an “incremental advancement for recognition of the rights of Indigenous Peoples in international law.”</div>

The Paris Agreement also calls on State parties (countries) to hold “the increase in the global average temperature to well below 2°C above pre-industrial levels and to pursue efforts to limit the temperature increase to 1.5°C above pre-industrial levels.” The 1.5 temperature goal was a core position not only of Indigenous Peoples, but the Small Island Developing States. </div>

Article 7 of the Agreement addressing Adaptation affirms the need for a participatory, transparent, gender-sensitive approach based on science and “as appropriate, traditional knowledge of indigenous peoples and local knowledge systems”. UN Special Rapporteur on the Rights of Indigenous Peoples Victoria Tauli Corpuz noted that Indigenous Peoples’ traditional knowledge, innovations and practices are recognized in both the Agreement and the Decision, and stated that moving forward “the challenge is how to operationalize this decision.” </div>

The inclusion of Indigenous Peoples’ core positions both in the Paris Agreement and Decision was the result of the monumental, coordinated and unified efforts by the Indigenous Peoples Caucus throughout COP21. Despite the shortfalls, the inclusion of “the rights of Indigenous Peoples” in both preambles provides a basis for future advocacy to ensure that all programs addressing Climate Change are carried out with respect for the rights of Indigenous Peoples as affirmed in the UN Declaration for the Rights of Indigenous Peoples, including land and resource rights, free prior and informed consent, traditional knowledge and Treaty rights. </div>

The delegates are now actively lobbying governments to include the rights of Indigenous Peoples in the COP21 agreement. The indigenous leaders are also calling on countries to adopt a goal of keeping the global temperature rise to below 1.5 degrees Celsius of warming with the view of further lowering it to one degree Celsius. According to experts, the disastrous and possibly irreversible tipping point of climate change is 2°C. <span style="font-family: Trebuchet MS, sans-serif;">Providing an example of current climate of racism against Indigenous Peoples in Puerto Rico,a group of radical pro-Spain Puerto Ricans, “Autonomía para Puerto Rico”, led by its president, Iván Arrache, recently launched a campaign seeking to remove references to the Indigenous Taino Peoples from school books used on the Island. The pro-Spain group also seeks to present a more "positive" image of Spanish Conquistadors in school curriculum. This group’s core political position is that Puerto Rico should be re-annexed to Spain and Puerto Ricans should again be subjects of the Spanish Crown. They claim thousands of followers on the island including former political figures and members of the Puerto Rican Board of Education. </span></div>

Después de este evento de alto nivel , los procesos de negociación se llevará a
cabo en lo que será el programa para el desarrollo post- 2015 . Los resultados

me begin by noting that during previous sessions, the Indigenous Peoples Major
Group addressed the broader theme of governance and those statements are
available at the Sustainable Development Knowledge Platform. Our presentation
today will therefore focus more specifically on the rule of law, which is
certainly not an abstract concept to the World’s Indigenous Peoples. <o:p></o:p></span></span></div>

<span style="font-size: 12.0pt; mso-bidi-font-family: Arial;"><span style="font-family: Trebuchet MS, sans-serif;">The
rule of law and human rights do matter to Indigenous Peoples; affirming and
implementing these legal and conceptual frameworks are among the reasons why we
engage with the UN system and the States.

Peoples Major Group takes note of the Secretary-General’s Report on ‘Delivering
Justice’ where he states: “The rule of law is a core principle of governance
that ensures justice and fairness, values which are essential to our humanity”.<a href="https://www.blogger.com/blogger.g?blogID=1383986149524139688#_edn1" name="_ednref1" title=""><span class="MsoEndnoteReference"><!--[if !supportFootnotes]--><span class="MsoEndnoteReference"><span style="font-size: 12pt;">[i]</span></span><!--[endif]--></span></a></span><span style="font-size: 12.0pt; mso-bidi-font-family: Arial;"><o:p></o:p></span></span></div>

an indigenous perspective, justice and fairness, along with other key themes
such as durable peace, human rights, security, accountability and sustainable
development, cannot be promoted in isolation or at the expense of Indigenous
Peoples. With justice, fairness, and the rule of law based in the human rights
framework, there is much that can and must be done to ensure the voices,
interests, and concerns of Indigenous Peoples are included in the post-2015
development agenda.</span><span style="font-size: 12.0pt;"><o:p></o:p></span></span></div>

Co-Chairs, we are aware that all 193 United Nations Member States endorsed
the idea that the rule of law and development are mutually reinforcing.
Additionally, States affirmed that this interrelationship should be considered
in the post-2015 development agenda.<a href="https://www.blogger.com/blogger.g?blogID=1383986149524139688#_edn2" name="_ednref2" title=""><span class="MsoEndnoteReference"><!--[if !supportFootnotes]--><span class="MsoEndnoteReference"><span style="font-size: 12pt;">[ii]</span></span><!--[endif]--></span></a>
Moreover, there already seems to be a broad consensus that the post-2015 agenda
needs to move forward with sustainable development at its core and the
eradication of poverty as its top priority. Indigenous Peoples, however,
are well aware that poverty will not be alleviated without respect for rights,
justice and fairness. <o:p></o:p></span></span></div>

<span style="font-family: Trebuchet MS, sans-serif;"><span style="font-size: 12.0pt; mso-bidi-font-family: Arial;">Based
on this reality, and to better address inequalities faced by Indigenous
Peoples, it is essential that the </span><span style="font-size: 12.0pt;">advancement
of the rule of law at the national and international levels</span><span style="font-size: 12.0pt; mso-bidi-font-family: Arial;"> be clearly articulated as
a priority in this new agenda. There is a need for </span><span style="font-size: 12.0pt;">Governments, for instance on the country-level, to
strengthen their regulatory systems with strong, yet adaptable legal frameworks
that not only take into account of the special situations and legal frameworks
of Indigenous Peoples, but that conform fully with internationally accepted
human rights standards and resulting legal obligations and commitments. </span><span style="font-size: 12.0pt; mso-bidi-font-family: Arial;"><o:p></o:p></span></span></div>

which represent established, legally-binding obligations of States, and applies
these standards to the specific needs and circumstances of Indigenous Peoples.
The Declaration sets out minimum standards for the “survival, dignity and

The appointment of an indigenous co-coordinator in this process finds its precedent set by the President of the 66th session of the UN General Assembly H.E. Nassir AbdulazizAl‐Nasser (Qatar) in early 2012. </span><br />

Arima, Trinidad - Santa Rosa First People’s Community chief Ricardo Bharath Hernandez is calling for a national holiday to commemorate the Caribs, the first people to live in T&T. Hernandez was speaking after the smoke ceremony and street procession in Arima.<br />
<br />
“The event today was in recognition of our history and Hyarima’s resistance to the Spanish in October 1637. There is a call for an international holiday on the 14th in recognition of the first people of this land. I know the authorities will have to think for another public holiday long and hard before they consider it,” he said. Hernandez said if the holiday was not possible the authorities could consider a one-day holiday event like the Chinese were granted in 2006, to commemorate 200 years since the arrival of Chinese immigrants.<br />

Speaking about the contingent of Caribs from the Caribbean and South America, he said: “Spiritual leaders from Suriname and the other countries were called in for sanctification and interaction. To guide us in spirituality for this purpose. Some are still practicing the original tradition.” Yesterday, the smoke ceremony began at the statue of Hyarima at Hollis Avenue. Hyarima was said to have been known by the Dutch and Spanish forces who referred to him as “the great Chieftain of the Nepuyo people.”<br />
<br />
They filled calabash bowls with bay leaves, incense, shells, cassava wine, hibiscus, poui, lilac and other flowers and offered them up to the great spirit. The women and men wore traditional outfits with crocheted tops and feathers in fire-engine red. They beat drums, blew into a large shell and chanted. Hernandez addressed the crowd that gathered to pay homage to the creator.<br />
<br />
“We invoke ourselves and surrender ourselves to him/her recognising that we as humans are weak. He is strong and we ask forgiveness for our weakness,” he said. During the ceremony, first one, then another of the women had a “manifestation.” This manifestation, another one of the women said, was “an ancestor showing they were still around because the body is dead and the spirit is alive.”<br />

Hernandez prayed for the ancestors, peace, a stoppage to all negativity and for the ancestors to keep coming in dreams before the group headed up Woodford Street to the Santa Rosa First People’s Centre at Paul Mitchell Street.

Arima, Trinidad - The Santa Rosa First Peoples Community, formerly known as the Santa Rosa Carib Community, continues to promote and support the recovery and preservation of its Amerindian heritage, including its cultural goods and services and traditional expressions of the First Nation Peoples.<br />

This year 2013, the community celebrates the 13th year of Amerindian Heritage Week, which runs from October 11-17.<br />
<br />
Participants at this year’s celebrations include the First Peoples delegates from the neighbouring countries of Guyana, Suriname, Belize, Venezuela, Dominica, St Vincent, Puerto Rico, El Salvador, Ecuador, Canada and the USA—to participate in various activities on a daily basis.<br />
<br />
This year the indigenous community is collaborating with the University of Trinidad and Tobago (UTT), the Ministry of National Diversity and Social Integration and other members of Civil Society to commemorate the occasion.<br />
<br />
One of the major events is the observance of the Day of Recognition of this country’s Amerindian Heritage. The day begins with the traditional smoke ceremony at the Statue of Hyarima in Arima.<br />

President of the Community, Ricardo Bharath-Hernandez, told the Sunday Express that the Hyarima is key to the history of the first peoples, since he was the War Chief of the Nepuyo Nation who, with the help of the Dutch settlers in Tobago, completely burnt the Spanish settlement of St Joseph thus chasing the Spaniards out of Trinidad for a short time.<br />

A formal ceremony is planned from 3 p.m. that same day, October 14, at the University of Trinidad and Tobago’s (UTT) O’Meara Campus, to commemorate the Day of Recognition. Representatives of various First Peoples of Trinidad and Tobago who trace their ancestry to pre-Columbian times would be in attendance.<br />

Jennifer Cassar, is the current ceremonial Queen of the Arima-based community.<br />

The Minister of First Peoples Development of the Government of Venezuela and The Australian Deputy High Commissioner to Trinidad and Tobago, Leona Landers, who is herself of First Peoples’ ancestry of Australia, are expected to be in attendance.<br />

This year, as well, a significant component of the heritage Week activities would be an International Conference entitled “Exploring heritage, Consolidating Traditions and Creating a Legacy” to be held at the UTT O’Meara Campus on October 11.<br />

It is expected to run for three days.<br />
<br />
Also included in the week’s events would be a spiritual intervention at the Red House in observation of the recent Amerindian find; an Indigenous Water Ritual at Lopinot River, an educational school tour and activities and a Heritage Fair at the Santa Rosa Park.<br />
<br />
The final day, September 19, concludes with an meeting by the Caribbean Organisation of Indigenous Peoples, and a thanksgiving ceremony at the Carib Centre at Paul Mitchell Street, Arima, which has been recently refurbished and expanded to include a meeting room, several offices and an archival room.<br />

The United Confederation of Taíno People is a regional initiative representing Indigenous Peoples of the Caribbean Islands. We have participated at every session of the UNPFII seeking to raise the visibility and promote a better understanding of the situations of Indigenous Peoples from this region, which is connected to Latin America in these proceedings.<br />
<br />
Indeed, while the term Latin America and the Caribbean is promoted at various levels throughout the Permanent Forum sessions, as well as throughout the United Nations system, the full and effective participation of Indigenous Peoples of the Caribbean is unfortunately a rarity rather than the norm.<br />
<br />
On the unusual occasion when Caribbean Indigenous Peoples, Indigenous islanders in particular, are highlighted within the system, there has been very little action on the part of U.N agencies or governments to engage in meaningful dialog or follow-up.<br />
<br />
For example, the Programme of Action for the Second International Decade of the World’s Indigenous Peoples, under Item 6 Social and economic development, section b-85 states, and I quote:<br />
<br />
“ It is recommended that representatives of Caribbean indigenous peoples should be included in region-specific consultations and conferences in Latin America and the Caribbean, and on steering committees for planning and implementing the programme of activities for the Second International Decade. Serious consideration should also be given to organizing a special regional consultative session focusing on the unique situation of Caribbean indigenous peoples, which would take place in the Caribbean, hosted by a Member State and a local indigenous community.”<br />
<br />
Mr. Chair, to date there has been no such meeting and we are now nearing the close of the second Decade.<br />
<br />
With this in mind, the United Confederation of Taíno People recommends that the Permanent Forum:<br />
1.) Call on the Inter-Agency Support Group and Governments to support a regional consultative meeting on the situation of Caribbean Indigenous including Indigenous Peoples of non-self governing territories and unincorporated territories in the region, without discrimination.<br />
<br />
2.) In cooperation with Indigenous Peoples, organize and hold an expert group meeting on the situation of Indigenous Peoples of non-self governing territories and unincorporated territories in 2014 and report on said meeting at its 13th session.<br />

Peoples have registered and are expected to attend the 12<sup>th</sup> session
of United Nations Permanent Forum on Indigenous Issues. The Forum opened on 20
May and will close on May 2012. Some of the themes to be discussed include
culture, education and health, as well as youth, Indigenous Peoples of Africa
and international financial institutions. The session opened with a welcome
blessing by Todadaho <b>Sid Hill</b>, a traditional Chief of the <i>Onondaga Nation</i>, part
of the Six Nations or Iroquois Confederacy. </span></span></span><br />

that “We must have a better understanding of the views and values of indigenous
peoples by engaging them in decision-making and providing a platform for issues
affecting their lives and livelihoods.”</span></span></span><br />

<b>Paul Kanyinke Sena</b>, who will facilitate the two-week session. A Maasai from
Kenya, Sena stated in his opening address that Indigenous concepts of health and healing
includes not only access without discrimination to social and health services,
but also includes connections with family, land and language, as well as access
to traditional plants, animals and minerals. </span></span></span><br />

TRINDAD - <span style="font-family: Verdana,sans-serif;">DNA (Deoxyribo Nucleic Acid) testing on descendants of the
indigenous peoples in Arima has confirmed very strong ancestral links to
Africa and to Native American Indians.</span></div>

<span style="font-family: Verdana,sans-serif;">This was the finding of a National Geographic Genographic
Project which was conducted on some 25 members of the 600-strong Santa
Rosa First Peoples (Carib) Community sometime in July 2012.</span></div>

<div style="text-align: justify;">
<span style="font-family: Verdana,sans-serif;">With the results just in, president of the community Ricardo
Bharath-Hernandez believes it is good for the community’s identity which
is sometimes questioned, as to whether it is the real thing.</span></div>

<span style="font-family: Verdana,sans-serif;">As he puts it, “We never claimed to be a pure indigenous
community, we know we are of mixed descent, but at the same time we are
very conscious of where we came from. We can trace our ancenstry.”</span></div>

<div style="text-align: justify;">
<span style="font-family: Verdana,sans-serif;">The results come at a time when pottery artefacts and bone
fragments believed to be of Amerindian heritage dating back to AD 0-350
were discovered by workers doing restoration works at the Red House in
Port of Spain about three weeks ago.</span></div>

<span style="font-family: Verdana,sans-serif;"><br /></span></div>
<div style="text-align: justify;">
<span style="font-family: Verdana,sans-serif;">The fragments are strongly believed to date back to the
Amerindian era and Chief Bharath-Hernandez has already visited the site,
which formerly housed the Office of the Parliament, and stands ready to
perform the necessary ancestral rituals once it is confirmed that the
fragments are indeed Amerindian.</span></div>

<span style="font-family: Verdana,sans-serif;">He explained that the community was excited to participate
further in the Genographic Project in an effort to trace the paternal
and maternal lineages of all of its 600 members.</span></div>

<span style="font-family: Verdana,sans-serif;">The results of the project were released to Bharath-Hernandez
on March 28 by Dr Jada BennTorres from the University of Pennsylvania,
who is responsible for administering the project to the local community. </span></div>

<span style="font-family: Verdana,sans-serif;">In her letter, Dr BennTorres thanked the Santa Rosa Karina
(Carib) community for participating in the project and explained, “We
have completed preliminary analysis of the mitochondrial DNA and
Y-chromosome (NRY markers). These analyses will tell us about the
maternal and paternal lineages of the community members.”</span></div>

<span style="font-family: Verdana,sans-serif;">According to her, the findings of the genetic ancestry of the
community “indicate a complex ancestry that includes Africans, in
addition to a very strong Native American ancestral component”.</span></div>

<span style="font-family: Verdana,sans-serif;">She added that all 25 individuals would receive their
information at a later date and that more detailed findings of the
analyses would be released to the community.</span></div>

<span style="font-family: Verdana,sans-serif;">Bharath-Hernandez told the Express that swabs were taken from
participants’ mouths and while members were fearful of giving blood, the
tests did not involve blood samples. He said a lot of people were
scared and sceptical so a mere 25 participated. He, however, hopes to
convince more people to test their DNA.</span></div>

construct permanent home for his community on 25 acres of land given to
the group by the State last December.</span></div>

<span style="font-family: Verdana,sans-serif;">“We plan to construct a modern Indigenous Amerindian Village,
meaning we want to keep the village as authentic and traditional as
possible but with all modern-day amenities.</span></div>

<div style="text-align: justify;">
<span style="font-family: Verdana,sans-serif;">“It will comprise a main centre to be used as a meeting and
cultural space, which will be located in the centre of the village.
Spiritual rituals will also be conducted there. There will also be an
official residence for the Carib Queen, Jennifer Cassar; a
cassava-processing plant to make farine, cassava flour, cassava bread
and casaripe; a craft centre where the people will be doing the
indigenous craft, as well as an indigenous museum to display our
artefacts.”</span></div>

<span style="font-family: Verdana,sans-serif;">The president added that there will be a guest house to accommodate visitors and students who wish to do ethnographic studies.</span></div>

permanently and they would be responsible for the management of the
place. We are also going to have an agricultural focus, consisting of
wildlife and crop farming.</span></div>

<span style="font-family: Verdana,sans-serif;">“We intend to conduct eco-tours and nature trails, because the
intention is to keep a major portion of land in its natural form,” the

<span style="font-family: Verdana,sans-serif;">He spoke of the need for a natural watercourse through the
land, which, he said, would have been possible, had the State granted
them the 200 acres they requested.</span></div>

<span style="font-family: Verdana,sans-serif;">“There is one on adjacent lands, west of the village but that
plot is privately owned and we may want to ask for that as well,” he

and the land was lost to the British, but with the UN Declaration on
Rights of Indigenous Peoples, one of the articles states that
governments should work with indigenous communities to redress some of
those wrongs.”</span></div>

Eric Williams in the 1970s, who, on a visit to Arima, was approached by
then-Queen Edith Martinez for assistance for the Santa Rosa Festival.</span></div>

<span style="font-family: Verdana,sans-serif;">He instructed the Arima Corporation to give a grant of $200, which was used to register the community.</span></div>

<span style="font-family: Verdana,sans-serif;">“That grant moved to $500 and now stands at $5,000. Successive
governments over the years provided some assistance by way of small
grants, but the idea of 200 acres of land was first discussed with the
Basdeo Panday administration in 1995.”</span></div>

<span style="font-family: Verdana,sans-serif;">“In 1990, the NAR government approved a $30,000 yearly grant,
but it was in 1995 when then-prime minister Basdeo Panday met with us to
discuss a request for 200 acres.</span></div>

<div style="text-align: justify;">
<span style="font-family: Verdana,sans-serif;">“The idea is that most of the land would remain in its natural
formation, because of the importance of forest to the indigenous
community, it would not be cleared for commercial use.”</span></div>

<span style="font-family: Verdana,sans-serif;">Chief Bharath-Hernandez noted, however, that although the 25
acres were awarded in December 2012, he is yet to receive any official
documents.</span></div>

<span style="font-family: Verdana,sans-serif;">“We have also not yet discussed under what terms the lands
would be given. We are hoping it is not a lease arrangement, but a grant
in light of the fact that the community once owned 1,300 acres.</span></div>

<span style="font-family: Verdana,sans-serif;">“It has been a long process, about 40-plus years, we are
beginning to see some light at the end of the tunnel. It may not be
finished in my lifetime but a major part would be established, “he said.</span></div>

<span style="font-family: Verdana,sans-serif;">The community observes a Day of Recognition on October 14
annually, and Bharath-Hernandez is hoping that with a permanent and
spacious home, the community could do more to mark its heritage.</span></div>

<span style="font-family: Verdana,sans-serif;">As to how soon the development is expected to start, Bharath-Hernandez said “it could start as soon as tomorrow”.</span></div>

<span style="font-family: Verdana,sans-serif;">He spoke of forming partnerships with numerous agencies,
including the Ministry of Tourism, “who sees the village as having
tourism potential”.</span></div>

<span style="font-family: Verdana,sans-serif;">He said the promised lands are now before the Director of
Surveys, the results of which will inform the type of development to
take place on the land.</span></div>

<span style="font-family: Verdana,sans-serif;">Bharath-Hernandez said preliminary discussions are also on with a well-known designer for possible layout of the village.</span></div>

<span style="font-family: Verdana,sans-serif;">He added that his members have mixed feelings about the
Amerindian Village. “They are excited, but because most of them are old
they lament they might not be around to be a part of the development. </span></div>

younger ones, because, for the first time, they could have a livelihood

the status of indigenous peoples, said Chief of the Santa Rosa First
Peoples Community, Ricardo Bharath-Hernandez. </span></span><br />

<span style="font-size: small;"><span style="font-family: Verdana,sans-serif;">He was one of the attendees at the third meeting of the National
Consultation on Constitutional Reform on Saturday evening at the Arima
Town Hall. </span></span><br />

<span style="font-size: small;"><span style="font-family: Verdana,sans-serif;">Bharath-Hernandez noted that the United Nations has adopted the
Declaration of the Rights of Indigenous Peoples, in September 2007. He
said, locally, they have begun to see some form of recognition for the
first time. </span></span><br />

<span style="font-size: small;"><span style="font-family: Verdana,sans-serif;">He pointed out that while the National Anthem of Trinidad and
Tobago says "every creed and race finds an equal place", he did not feel
the indigenous peoples had an equal place. </span></span><br />

<span style="font-size: small;"><span style="font-family: Verdana,sans-serif;">Bharath-Hernandez recalled that he served as People's National
Movement councillor and deputy mayor for 18 years and had lobbied
unsuccessfully for indigenous people. </span></span><br />

<span style="font-size: small;"><span style="font-family: Verdana,sans-serif;">He pointed out in 1982 when Canada had their Constitutional
reform they recognised the rights of the aboriginal peoples (Indian,
Inuit and Métis). He predicted that his lobbying efforts locally would
have been more successful if indigenous peoples were included in the
Constitution. </span></span><br />

<span style="font-size: small;"><span style="font-family: Verdana,sans-serif;">Another attendee noted that late Venezuelan president Hugo Chavez
was being praised for championing the rights of indigenous peoples in
his country. He noted that indigenous people have long been marginalised
and they needed to be included in this country's reformed Constitution. </span></span><br />

<span style="font-size: small;"><span style="font-family: Verdana,sans-serif;">Legal Affairs Minister Prakash Ramadhar, in his remarks, noted
that Constitutional reform has plagued this country for many years. He
noted that the People's Partnership Government came into office with the
promise of Constitutional reform in a number of areas and the
consultation was a fulfillment of that promise. </span></span><br />

<span style="font-size: small;"><span style="font-family: Verdana,sans-serif;">He said for many years people have complained that the only time they get to exercise their democracy is on election day. </span></span><br />

<span style="font-size: small;"><span style="font-family: Verdana,sans-serif;">"We believe the people of Trinidad and Tobago should say what
kind of Constitution they want. That is why we didn't put a Draft
Constitution, put it out for comment, put it out for consultation. We
believe from the voices of the people we will have the will to come up
with a Constitution...that is really a contract between the people and
those given the authority to govern," he said. </span></span><br />

<span style="font-size: small;"><span style="font-family: Verdana,sans-serif;">A total of 17 consultations are to be held from March 4 to May 4 at 14 locations in Trinidad and three in Tobago. </span></span><br />
